KongKin Admin Dashboard

Local-safe dashboard shell over BE-10 admin contracts. Refresh actions call protected admin endpoints only after the local mock admin auth flow has stored tokens; real Google OAuth, provider verification, exports, realtime, and external runtime actions stay disabled.
